John Brault

John Brault is a seasoned healthcare executive with expertise in provider network and population health management. With a proven track record in negotiating fee-for-service and value-based/risk transfer arrangements, network development and design, and Medicare and Medicaid reimbursement John possesses a unique perspective on healthcare delivery and reimbursement methodologies.Mr. Brault has drawn on his experience as a financial operator, strategist, and negotiator to develop innovative contractual arrangements that drive top line revenue growth while achieving synergy between historically adversarial partners. Adept at identifying opportunities for strategic alignment between parties, he is an expert in balancing the financial and operational needs of an organization while straddling the line between Fee-For-Service and Value-Based-Program reimbursement and contract performance.Over his 20 year career, Mr. Brault has served as Vice President of Strategic Account Management for HealthFirst, Chief Executive Officer of Partners in Care (MSO/IPA), Sr. Director and Network Market Lead for Aetna’s NJ market, CFO for Neighborhood Health Services Corporation (FQHC), Director of Managed Care for Englewood Health, and Director of Managed Care for Somerset Medical Center. In his capacity as a consultant for McBee Associates, Inc, and as an Independent Consultant, he has provided interim management and advisory services in the areas of Managed Care Contracting, Population Health, Revenue Cycle Management, and Commercial and Government Reimbursement to Institutional and Professional Providers, Private Equity Firms, and Startups.

An impassioned advocate for value-based models of healthcare delivery, Mr. Brault believes in their potential to address the imbalance of high-cost, poor-quality care prevalent in today’s healthcare landscape. With a demonstrated history of establishing partnerships and fostering collaborations among diverse stakeholders, John excels at building teams capable of executing innovative strategies to drive positive outcomes. He is poised to contribute his extensive expertise, leadership, and commitment to achieving sustainable population health goals while maximizing performance and top line revenue in legacy fee for service environments.

Mr. Brault holds a Bachelor of Science in Health Administration from the University of Scranton, a Master of Health Administration from Seton Hall University, and a Master of Business Administration from the Pennsylvania State University, Smeal College of Business. He has served as the President of the NJ Chapter of the Healthcare Financial Management Association, a member of the New Jersey Hospital Association, The New Jersey Primary Care Association, and the New Jersey Association of Health Plans, where he has participated in advocacy efforts at both the state and federal levels.

Arthur Gianelli, MA, MBA, MPH, FACHE
Chief Transformation Officer
Mount Sinai Health System

Arthur Gianelli is the Chief Transformation Officer for the Mount Sinai Health System. He has served in this role since 2019. Previously, Mr. Gianelli was the President of Mount Sinai Morningside Hospital, which he ran from 2014 through 2023. He has worked for the Mount Sinai Health System since 2014. Throughout his tenure, Mr. Gianelli has been part of the leadership team at Mount Sinai charged with developing and implementing Health System strategy; integrating and building “systemness” across Mount Sinai’s corporate, inpatient, and outpatient platforms; and building Mount Sinai’s brand and reputation in the regional market, nationally, and internationally.

Mr. Gianelli earned a Bachelor’s Degree in History from St. John’s University, a Master of Arts Degree in Political Science from Brown University, a Master in Business Administration Degree from Dowling College, and a Master in Public Health Degree from Columbia University. He is a Fellow of the American College of Healthcare Executives. Mr. Gianelli teaches “Issues in Hospital Management”, “Strategy”, and “Managed Care and Healthcare Reform” to graduate students at the Mailman School of Public Health at Columbia University and the Icahn School of Medicine at Mount Sinai.

Tom Meixner
VP, Network Management and Risk Model Analysis

Thomas Meixner is an accomplished financial executive with extensive experience in the healthcare industry. Currently serving as Vice President of Financial Analysis at Healthfirst since 2009, Mr. Meixner has held various leadership roles, including VP of Network Management and Risk Model Analysis and VP of Finance Analysis. Prior to Healthfirst, Thomas worked at UnitedHealth Group from 2006 to 2009 as CFO of AmeriChoice NJ and Regional Director of Medical Economics.Mr. Meixner career began at Horizon Blue Cross Blue Shield of New Jersey, where multiple positions were held from 1990 to 2006, with the most recent roles being Director of Interplan Finance and Director of Actuarial Services. He holds a Bachelor of Science degree in Statistics and Actuarial Science from the New Jersey Institute of Technology, earned from 1986 to 1990.

Allen Miller
Principal & Executive Vice President

Allen Miller is the CEO and a Principal of COPE Health Solutions. For more than 30 years, Mr. Miller has led the planning, implementation and optimization of clinically integrated networks (CIN), independent physician associations (IPA), accountable care organizations (ACO) and health plans nationally. His areas of expertise include advanced value based payment arrangements including global risk and capitation; population health management; large scale strategic partnerships; and innovative payer-provider strategies. He is a nationally-known expert on value-based payment transformation and is a frequent author and speaker.

Under Mr. Miller’s leadership, COPE Health Solutions has brought to bear market-leading products and solutions companies for payers, medical groups, health systems and other providers transitioning to VBP and population health management (PHM) for all lines of business. COPE Health Solutions complements its VBP and PHM focused consulting and analytics services with innovative health workforce solutions and advisory services, including the largest health care talent pipeline in the country. Mr. Miller has lectured at numerous universities nationally and internationally and currently serves as an adjunct faculty member for the MPH/MHA programs at Columbia University with a focus on value based payment. Having spent most of his life deeply engaged in community service, including many international missions and local volunteering, Mr. Miller serves on several non-profit boards including the Cedars-Sinai Board of Governors and he serves as the Chair of the Board for the LAC+USC Medical Center Foundation.

Mr. Miller enjoys spending time with his wife, son and daughter hiking, camping, scuba diving, playing board games, spending time at the beach and in the ocean, traveling and exploring new places.

Kiyoko Miller, DDS
Executive Advisor
COPE Health Solutions

Kiyoko Miller, DDS, joined COPE Health Solutions in April 2015 to help develop and grow our Global Health Experience services. She currently works with the Global Health Experience team developing and organizing programs for international health care students and professionals to obtain experience, education, and training in the US health care system. Dr. Miller leads the sales and business development work for Japan and supports the team for work with other countries in Asia and globally, with a focus on developing specific services to support Japanese health care professionals looking for experiences that can support them to gain global insights and exchange ideas. As an immigrant herself, having moved to the US for high school at the age of 16, she has always had a vision for educational exchange across international borders and brings both expertise and a deep passion to this work.

Prior to working for COPE Health Solutions, Dr. Miller worked for several dental practices in the greater Los Angeles area practicing a wide range of general dentistry. At the same time, she volunteered with a dedicated group of physicians, podiatrists and dentists from the Citrus Valley Medical Center medical staff making monthly trips to Tecate, Mexico to treat the under-served local population.

Dr. Miller earned her Bachelor of Art degree in Biological Science and her Doctorate of Dental Surgery from the University of Southern California, where she volunteered to teach Science to high school students as part of Joint Education Program and provided free dental services as part of a mobile dental team for homeless patients on skid row.

James Sinkoff

As Deputy Chief Executive Officer and Chief Financial Officer, James D. Sinkoff advances system-wide perspectives to develop and execute critical strategies that support the strength, growth, and sustainability of Sun River Health, while pursuing opportunities to create greater alignment within the organization and in the larger health care market. He oversees Sun River Health’s finance and business operations and strategies, human resources, technology and informatics, value-based payment strategies and managed care organization contracting, population health, capital financing and management, the Health Home program, and physician practice acquisition.

Carlene Zincke, RN

Carlene Zincke is a Principal & Executive Vice President with COPE Health Solutions. She is a RN with more than 35 years of clinical and managerial experience. She has more than 15 years in acute care specializing in Intensive Care Services, Leading Teams in Pediatric, Medical and surgical ICU in New York City area public and private sectors, as well as public health.She has worked in Managed Care developing and building care management programs within major insurance and health plans in the northeast and central regions of the United States. For the last 10 years she has been a leader of Medical Management at WellCare, managing teams in Quality Improvement, Managed Long Term Care Services, Behavioral and Medical Care Management. As Vice President of Medical Management, she has worked with leaders across the enterprise on improving the health outcomes for the most vulnerable in our population.Ms. Zincke is passionate about caring for those in need and has participated in several local and international activities including Puerto Rico after Maria. Medical missions in West Africa and currently in a local food bank in NYC feeding 1500 families weekly since March 2020.
